Background

We have successfully managed the utility bureau services contract with a central Government department, with around 800 buildings since 1998. Scope involves full bureau services including liaison with CCS during supply contract tendering and account migrations, processing all utility invoices, change of tenancies, meter operator contracts, budgeting and reporting, accruals, and carbon reporting. We process over 2,000 invoices per month with an average of 54 queries. We save between £1.1m and £1.4m pa on a budget of £30m.

Challenge

The primary challenge of the department relates to the necessity for accurate budgeting and rigorous financial management given the reliance on public funds. We have tuned our budgeting processes to get within 1% of actual costs year on year, and have developed streamlined outsourcing processes that now create a seamless extension of the department’s finance team.

Our systems and skilled personnel have evolved with this contract over the years to ensure we are consistently reacting to the changing needs of the central Government department and to the highest quality. We continue to provide a full suite of integrated services including invoice validation and processing, budgeting, Greening Government Commitment (GGC) carbon reporting, and building energy performance analytics. Our systems and processes are moulded to the estate in order to minimise the cost and time spent on utilities for the organisation. We also support the department’s site works requirements including meter reads, AMR roll outs, MOP contract management, and new connections where required.

Results

We continue to deliver critical savings of 3-5% per annum while maintaining strong utility management processes in a highly secure hosted environment. Working with the department’s Integrator and Facilities Management partners, we are instigating large scale optimisation programmes aimed at furthering the estate’s progress towards achieving the country’s Net Zero target.
